OGONI SCHOLARSHIP FUND MANAGER

TERMS OF REFERENCE

ABOUT THE KIISI TRUST FUND 

The Kiisi Trust Fund was established in an out-of-court settlement in 2009 as part of a United States Federal Court ruling in the Southern District of New York. The settlement arose from a lawsuit against the Royal Dutch Shell Company by survivors and family members of people who were victims of human rights abuses arising out of Shell’s Nigerian Operations in Ogoniland in southeast Nigeria, the homeland of the Ogoni people. The Ogoni Plaintiffs included victims of torture and arbitrary detention as well as the survivors of husbands, brothers and fathers who were summarily executed for their role in protesting the cultural and environmental devastation of Shell’s operations in Ogoniland. The Trust was created from a $15 million settlement reached with Shell, $5 million of which was used by the Plaintiffs to create the Kiisi Trust to support programs in education, health, community development, and other benefits for the Ogoni people and their communities. The name “kiisi” means “progress” in Ogoni. This Trust will allow for initiatives for education, health, community development and other benefits for the Ogoni people and their communities, including educational endowments, skills development, agricultural development, women’s programmes, small enterprise support, and adult literacy.

KIISI TRUST – OGONI SCHOLARSHIP FUND

In 2017, the Advisory Council of the Kiisi Trust Fund voted to move ahead with an Ogoni Scholarship Fund to assist and support Ogoni final year students in both public and private Universities, Colleges, and Polytechnics in Nigeria with their final year research projects. The Trust Fund would support 20 Ogoni students (5 from each of the Local Government Areas in Ogoniland) with a N150,000 scholarship each towards their final year projects beginning with the academic school year 2018-2019, if they meet specific requirements. To manage the scholarship fund, Kiisi Trust Fund is seeking an experienced national scholarship fund manager to oversee selection, disbursement of scholarships to beneficiaries, collection of students’ projects, including on-going evaluation of the impact of the scholarship fund in Ogoniland.

SCOPE OF WORK

  • Work closely with the Scholarship Fund subcommittee of the Advisory Council in designing application and disbursement process, including the creation of an evaluation impact assessment of the Scholarship Fund.
  • Oversee application process, review and selection of students, and disbursement of the scholarship fund to students.
  • Work closely with Universities, Colleges, and Polytechnics in Nigeria to validate student rankings and selection of final year projects.
  • Continuously gauge and solicit feedback from Advisory Council, Kiisi Trust and TrustAfrica on the implementation/management of the scholarship fund.
  • Produce a report/presentation on the scholarship fund after the first year of operation highlighting successes, challenges, and edits in implementation workplan for Year 2.

KEY DELIVERABLES:

DURATION, TIMING AND SCHEDULE

The total task of the scholarship fund manager is expected to take a maximum of 250 working days between May 2018 and June 2019. The scholarship fund manager is expected to have a review meeting with the Advisory Council Scholarship Fund subcommittee either in-person or via Skype prior to the commencement of the project to outline expectations and deliverables.

MANAGEMENT

The scholarship fund manager will report directly to the Kiisi Trust Fund project director, including working closely with the Kiisi Trust Fund staff and Advisory Council, as needed.

COMPETENCIES, TECHNICAL EXPERIENCE REQUIREMENTS: 

  • 10-15 years of progressive experience in education management and scholarship fund management services.
  • Ability to lead formulation and evaluation of education programs and projects.
  • Experience in data gathering and evaluation of education related projects.
  • Substantial knowledge of the Nigerian university administrative system.
