ABOUT COMMUNITY IMMUNITY INITIATIVE
Community Immunity is a collaboration between the Africa Philanthropy Network, TrustAfrica, and Southern Africa Trust. It is an advocacy campaign, guided by a series of community-generated initiatives, aimed at stopping the Covid-19 and flattening the curve of poverty and marginalization in Africa. While the pandemic is evenly distributed across regions and social groups, its impact and the capacity to respond are not. The campaign's theory of change is to effect transformation by bringing marginalized African voices to policy, national, and global spaces, using a series of practical and culturally contextualized strategies that resonate with the communities we serve. What sets this campaign apart is its commitment to a multi-stakeholder engagement using a common platform.
This project aims to ensure that poor and marginalized communities are equipped with the tools to access information and relief to counter the effects of COVID-19 and hold decision-making structures accountable. Working with a wide range of partners on the African continent, the project will leverage the comparative advantage of the three Community Immunity Campaign partners and focus on a range of initiatives including, but not limited to, research, advocacy, dialogues, toolkits, communications, and grant-making.
Our efforts include a specific focus on marginalized groups. These include, but are not limited to: women in rural areas, young people, ex-miners, informal and cross-border traders, domestic workers, small-scale farmers, migrant workers, and refugees.
The project has three interdependent objectives as follows:
- Objective 1: Strengthen Community-Based Organizations and Movements.
- Objective 2: Create opportunities for dialogue and support evidence-based advocacy
- Objective 3: Grow the Community Immunity network of partners
The substantive direction of the initiative will be informed in part by a baseline study and research component to provide evidence-based insights about the marginalization of people when exacerbated by disasters such as the COVID-19 pandemic. The baseline study seeks to establish the impact of COVID on marginalized communities in Africa and document the effects of community-level response efforts while highlighting gaps requiring further attention.
This work will inform both short-term components of the project and medium- and longer-term strategies for advocacy regarding policy about social protection systems, rethinking economic models, and post-covid-19 transition. It will be further enriched by dialogues hosted with frontline stakeholders and policymakers to ensure inclusivity and gender-sensitive policy mechanisms are set in place. Ongoing grant-making will be informed by this baseline and subsequently added to the findings from the baseline in an iterative process.
SCOPE OF WORK
- TrustAfrica is seeking the services of a short-term consultant to produce a non-academic, practical desktop baseline study which will serve as a reflection piece to help inform the Community Immunity Initiative.
- Focusing on West, Central, and North Africa, the baseline report will include reflections on and analysis of:
- The impact of Covid 19 in relation to its compounding effect on communities that bear the brunt of poverty and marginalization.
- The impact of community level responses to Covid-19
- Emerging gaps requiring attention and related recommendations.
- While the scope generally reflects community responses, the study should pay attention to marginalized groups such as women in rural areas, young people, ex-miners, informal and cross-border traders, domestic workers, small-scale farmers, migrant workers, and refugees.
- The report should be in English.
- A draft report should be shared with the TrustAfrica team for input before a final report is produced
The following deliverables and timelines will be expected from the consultant:
- An inception report specifying methodology and timelines of assignment
- A first draft report for review
- The final report includes a one-pager infographic and any processed data and bibliography of other studies used in the analysis.
- Virtual presentation to TrustAfrica staff highlighting main findings, lessons learned, and recommendations.
DURATION OF CONSULTANCY
The consultancy will run for one month (January – February 2022), working virtually with the TrustAfrica team. A detailed timeline/schedule will be developed with the consultant before contracting.
A sum of $4000 is available for this consultancy and will be paid in two tranches.
QUALIFICATIONS OF THE CONSULTANT
The consultant for the assignment must demonstrate experience with the substantive issues being explored in the baseline; significant experience in conducting and completing qualitative research analysis, and overall competence in implementing the scope of work and
Desired competencies include:
- At least a master's degree in Development Studies or a relevant post-graduate qualification.
- Proficiency in the use of relevant statistical tools for qualitative and quantitative data analysis and research methods
- Excellent analytical and report writing skills.
- Excellent interpersonal and communication skills, including the ability to facilitate and work in a multidisciplinary team
- Related experience in carrying out similar studies, especially in the development sector.
- Excellent English language skills.
