As part of its ongoing staff retreat in Cape Verde, TrustAfrica was honored on 7 July 2026 to welcome His Excellency Víctor Manuel Barbosa Borges, former Minister of Foreign Affairs, Cooperation and Communities of the Republic of Cape Verde, for a special dialogue with staff members. Mr. Borges served as Cape Verde’s Foreign Minister from 2004 to 2008 and previously held the positions of Minister of Education, Culture and Sports (2001–2002) and Minister of Education and Human Resources Development (2002–2004). He also served on UNESCO’s Executive Board and the Governing Body of the UNESCO Institute for Lifelong Learning.
The TrustAfrica retreat brings together staff from across the continent to strengthen team cohesion, refine strategic priorities for the coming year, and deepen their understanding of the social, political, economic, and cultural realities of the country hosting them. In this context, the conversation with H.E. Borges provided a unique opportunity to learn directly from one of Cape Verde’s most respected statesmen.
Drawing on decades of experience in public service, diplomacy, education, and international cooperation, Mr. Borges offered a comprehensive overview of Cape Verde’s journey, highlighting the factors that have enabled the island nation to build a reputation for democratic governance, political stability, social progress, and effective investment in human capital.
Beyond the national experience of Cape Verde, the discussion explored broader Pan-African issues, including leadership, migration, regional integration, education, institution-building, and Africa’s place in a rapidly changing world. Mr. Borges shared reflections on the importance of nurturing African agency, investing in knowledge, and fostering stronger cooperation among African countries to address common challenges and seize emerging opportunities.
The exchange was both insightful and inspiring, sparking thoughtful discussions among TrustAfrica staff about how the lessons of Cape Verde can inform the Foundation’s work in advancing African-led solutions, strengthening democratic institutions, and promoting inclusive development across the continent.
